Challenges in Neural Networks: Theory, Algorithms, and Applications is committed to fostering inclusivity across the scientific community by implementing a Waiver Policy for Article Processing Charges (APC). This initiative ensures that researchers, irrespective of their economic situation, have the opportunity to disseminate their findings globally.

The APC is adjusted based on the World Bank's classification of countries:

• High-Income Countries or Upper Middle-Income Countries:
  Authors with affiliations in high-income countries or upper-middle-income countries will have a Article Processing Charges of 350 USD. This fee covers the comprehensive range of services provided by SciFormat Publishing, ensuring the highest quality publication standards.
• Lower Middle-Income Countries:
  Authors with affiliations in lower-middle-income countries will be eligible for reduced Article Processing Charges of 170 USD. This pricing category reflects our commitment to supporting researchers from these countries while maintaining the same high-quality services.
• Low-Income Countries:
  Authors with affiliations in low-income countries will benefit from significantly reduced Article Processing Charges of 135 USD. We recognize the unique challenges faced by researchers in these regions and aim to make publishing more accessible and affordable.

Our waiver policy underscores our commitment to inclusivity and collaboration, enabling researchers from all economic backgrounds to contribute to their fields of expertise. By reducing or waiving Article Processing Charges based on income country classifications, we aim to create a level playing field that empowers researchers from around the globe.
